In 1987, the Vinnell Corporation and Brown & Root Services
Corporation formed a joint venture company, called VBR,
to provide base maintenance services to the United States military
forces within the republic of Turkey. Both Vinnell and Brown & Root
have had extensive experience and successes with individual and joint
ventures of this nature.
The VBR Organization, with managing offices at Vinnell’s corporate
headquarters in Fairfax, Virginia, is structured to ensure full authority and
autonomy of decision-making at the VBR program headquarters level in Adana,
Turkey.
A VBR board of directors, comprised of the president of Vinnell Corporation,
and the president of Brown & Root Services Corporation, meets quarterly
to review and monitor both the fiscal aspects of the contract and performance.
The board also convenes for special sessions as circumstances may require.
The organization has been further structured to ensure continuous monitoring
of the TBMC program by the Vinnell Director of Operations. The VBR program
manager at Incirlik Air Base directs VBR’s in-country organization and performance.
He reports to the VBR Director of Operations and has full authority and autonomy
for the execution of the TBMC.
The responsibility for the daily operation at the site locations rests with
the appointed site managers. VBR’s management philosophy provides each site
manager with the requisite authority to exercise this responsibility to the
fullest extent.

the US Air Force at three air bases in Oman and the Saudi Arabian National
Guard (SANG) Modernization Program which has been entrusted to Vinnell for

out the Turkey Base Maintenance Contract (TBMC).
Brown & Root Services Corporation(a subsidiary of The Halliburton Company),a worldwide engineering and
construction contractor, has successfully executed major projects in the
public and private sectors for more than 60 years. Brown & Root’s performance
and capabilities have ranked it first in its industry five times in a recent
10-year period. Brown & Root is headquartered in Houston, Texas, and
maintains permanent offices around the world.
Brown & Root’s engineering, construction, and maintenance programs have
entailed simultaneous management of multiple design, engineering and construction
contracts and a full complement of related engineering services in support
of widely dispersed projects. Capability and capacity are amply demonstrated
in the concurrent execution of services for the $452 million rapid deployment
Naval facility in Diego Garcia, the $1.06 billion Maneven project in Venezuela,
and the $1.26 billion Chevron project in Mississippi, along with numerous other
public and private projects around the world. All these projects were completed
on time, or are proceeding on schedule, and within cost and quality objectives.
Brown & Root has significant interest and presence in Turkey, including
design engineering and construction management of a 306 mile, 18 inch crude
oil pipeline from Batman to Dortyol, and the installation of twin 30 inch subsea
pipelines for natural gas across the Sea of Marmara
